G.S.R. 577 (E)- In exercise of the powers conferred by clause (zh) of subsection (2) of section 73 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, the Central Government hereby makes the following rules, namely:-

Short title and commencement. -

• These rules may be called the National Award for the Empowerment of Persons with Disabilities Rules, 2013.
• They shall come into force on the date of their publication in the Official Gazette.

Definitions. -

• In these rules unless there is anything repugnant in the subject or content :-

  • ‘Act’ means the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995;
  • ‘annexure’ means an annexure appended to these rules;
  • ‘employee’ means any person with disability working under the ‘employer’, ‘establishment’ and ‘institution’ as defined in claused (j), (k) and (n) of section (2) of the Act;
  • ‘disabilities’ mean the disabilities as defined in the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995(No.1 of 1996) and the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (No.44 of 1999);
  • National Handicapped Finance and Development Corporation (NHFDC) means a corporation set up by the Ministry of Social Justice and Empowerment under section 25 of the Companies Act, 1956;
• Words or expressions used in these rules but not defined shall have the same meaning respectively assigned to them in the Act.

Description and categories of the awards. - The awards shall be given on 3rd day of December on the occasion of international day for the disabled persons every year every year in the following fourteen categories:-

Best Employee/ Self Employed with Disabilities
