Grievance / Redressal :

A grievance petition was filed on 24.05.15 by Sri S.C. Bardhan, Retd. IAS to the Court of Chief Commissioner for Persons with Disabilities regarding construction of Lift in Muktadhara Building, New Delhi for accessibility of persons with disabilities. The matter was referred to the Commissioner(Disabilities) on 03.08.15 for action as Muktadhara Building houses West Bengal Information and Cultural Centre and Bengal Association. The matter was brought to the notice of the Dy Director of Information & Dy Resident Commissioner, Govt of West Bengal, New Delhi who on his turn submitted proposal on 03.09.15 to the Director of Information and Ex-officio Joint Secretary, Department of Information and Cultural Affairs, Govt of West Bengal for installation of an elevator at Muktadhara Building at an early date. The matter has been closed by the Court of Chief Commissioner for Persons with Disabilities with advice to the Asstt. Commissioner(Disabilities) to take up the matter with the Director of Information, Deptt. Of Information and Cultural Affairs, Govt of West Bengal.
A complaint regarding non-payment of a fund to the tune of Rs. 15,000.00 was received from Sri Tapan Kumar Das(person with disability), 12, Hara Chandra Mallick Street, P.O. Hatkhola, Sovabazar, Kolkata – 700005. The complaint was made against the Society for Comprehensive Rehabilitation Services(SCRS). Advance payment of the fund was made by Sri Tapan Kumar Das to SCRS for allotment of Milk Booth. The fund was not reimbursed to Sri Das though ultimately Milk Booth was not allotted to Sri Das. Regarding the matter a memo no Com-II-69/2654 dated 03.09.15 from the office of the Commissioner(Disabilities) was sent to the Secretary, SCRS and ultimately reimbursement of fund to the tune of Rs. 15,000.00 was made to Sri Das on 13.10.15.
A complaint of Sri Tanumoy Bhowmik(a student with Visual disability) regarding use of scribe in written examination was forwarded to the Registrar, Netaji Subhas Open University from the court of Chief Commissioner for Persons with Disabilities seeking action taken report as well as comments in the matter. After lapse of sufficient time action taken report as well as comments in the matter was not received by the Chief Commissioner and so the Commissioner(Disabilities), West Bengal was requested from the court of Chief Commissioner for Persons with Disabilities(case no 2400/1041/2014/R8150 dated 07.07.15) to expedite sending of comments for early disposal of the case. The Matter was referred to the Registrar, Netaji Subhas Open University by the Commissioner(Disabilities), West Bengal seeking action taken report as well as comments in the matter and ultimately a report along with letter of Sri Tanumoy Bhowmik that he has not faced any problem in the examination was received from the Registrar, Netaji Subhas Open University. The same was forwarded to the court of the Chief Commissioner for Persons with Disabilities for disposal of the case.
Upon receipt of a representation from Sri Kanai Bera, a Pwd, regarding dispute of their ancestral land, a report of enquiry was sought from the Superintendent of Police, Paschim Medinipur District. Report was received from the S.P. and action was taken accordingly.
Upon receipt of a representation from Soumalika Guha, a student with disability regarding non-compliance of 3% reservation policy in admission to Master degree in Fishery Sciences of West Bengal University of Animal & Fishery Sciences, the same was forwarded to the Vice-Chancellor of the University for looking into the matter. We have received a report from the Controller of Examinations that necessary measures will be taken shortly for the purpose mentioned in our letter.
Upon receipt of a representation from Sri Utpal Ghosh, C/o Late Sudhir Ghosh,Bowbazar Malipar, Haripada Mukherjee Road,Krishnagar, PIN – 741101, District – Nadia regarding domestic disturbance with his wife, the same was referred to the Sub-divisional Officer, Krishnagar Sadar, Nadia for looking into the matter. Report has been received from the SDO, Krishnagar Sadar, Nadia that at present Sri Utpal Ghosh is living peacefully with his wife and son.
Upon receipt of a representation from Sri Pulin Behari Sikdar, Howrah regarding protection of residence from the encroachment of promoter, the matter was referred to the Superintendent of Police, Howrah for taking appropriate action. Sri Pulin Behari Sikdar has sent a letter acknowledging appropriate action from the end of S.P. and thanking this Commissionerate for solving his problem.
Upon receipt of a representation from Arup Kumar Palit for deferment of his transfer order at a distance of 800 kms. from his residence. Action was taken vide this office memo no Com/II/2401 dated 21.07.15. Sri Arup Kumar Palit expressed his gratitude for cancellation of his transfer order and posting at Krishnagar, Doordarshan Kendra which is about 120 kms from his residence.
