One of the important functions of the Commissioner for Persons with Disabilities is to coordinate with the Health & Family Welfare Department Govt. of West Bengal for holding Regular Medical Boards, Out reach Special Medical camps for issuance of Disability Certificate to Persons with Disabilities and to issue Identity Cards as well. Health & Family Welfare Department has constituted the Medical Boards in all District Hospitals, Sub-Divisional Hospitals and four teaching hospitals of Kolkata.
West Bengal Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1999 has been amended and Notified vide No. 9835-SW/1A-14/97Part-I.-27th December, 2011, Published in the Kolkata Gazette on 2nd January, 2012.
In terms of Rule 3 "Medical authority. - (1) Every Primary Health Centre, Block Primary Health Centre, State General Hospital, Rural Hospital, Sub-Divisional Hospital or the District Hospital run by the State Government or any hospital run by a Statutory body or authority, shall be the medical authority for the purposes of the Act.
(2) Every Officer-in-Charge or Medical Head of the Institution, by whatever name it is called, of the concerned medical authority mentioned in sub-rule (1) shall be authorized to sign the disability certificate on behalf of that medical authority.
The Govt. in the Department of Health and Family Welfare has implement the amended rules. The latest position of the certification Status is given below.
Out of 20,17,406 (Census 2011) persons 13,62,958 persons have been certified by the Medical Authority out of which 9,84,410 persons with disabilities (whose disability is 40% and above) have been issued Disability Identity Cards for availing benefits/concessions. Remaining 3,78,548 persons (whose disability is below 40%) are not issued Disability Identity cards. Total coverage is 67.56%. During reporting year 186 outreach Special Medical Camps at Block/GP/Ward level were held.
